That the application be referred back to Planning
and Environment Decisions Wales (PEDW) to note that the Committee
does not support the recommendation to grant planning permission
for the following reasons:

The economic, social and environmental benefits do
not outweigh environmental harm and public safety
issues.

·        
Application not justified in this
location.

·        
Cumulative impact of this and the other proposed
development.

·        
The application does not therefore support the
objectives of The Well-Being of Future Generations (Wales) Act
2015.
