Purpose
Pursuant to an Authorisation from Cabinet on 17th September 2025 within the Finance, Performance and Risk Monitoring Report:
That the Cabinet delegates authority to the Chief Executive, in consultation with the Leader, Cabinet Member for Business, Economic Development, Planning and Infrastructure, and Cabinet Member for Finance, Assets & Transformation to negotiate the resolution of the remaining funding gap with Homes England and enter into any revised funding agreement as necessary.
Decision
The Chief Executive, in consultation with the Leader, Cabinet Member for Business, Economic Development, Planning and Infrastructure, and Cabinet Member for Finance, Assets & Transformation:
- agrees the terms and conditions that arise pursuant to the Amendment and Restatement Agreement, a legal briefing associated with this is attached as an exempt annex B to this report;
- authorises GCC to enter into the restated Grant Determination Agreement; and
- authorises the Assistant Director of Legal Services to execute the Amendment and Restatement Agreement (ARA) between GCC and Homes England by affixing the Council’s seal thereto.
