Purpose
That the Director of Public Health
Approves the submission of a Stage 2 Full Application by Gloucestershire County Council (GCC) to the Ministry of Defence VALOUR Recognised Centre(s) Development Fund for up to £1 million of funding for the development of a Gloucestershire Veterans and Forces Hub which will provide veterans and the wider Armed Forces community with co-ordinated access to guidance and support. GCC shall be identified in the application as the Lead Organisation and Accountable Body for the programme and the Gloucestershire charity, GL Communities, shall be identified as the operational lead on the basis set out in this report.
Approves in the event that the above application is successful, the carrying out of such further assurance checks as may be necessary in relation to the potential liabilities arising from GCC acting as Lead Organisation and Accountable Body and before determining whether to enter into:
a final funding agreement with the Armed Forces Covenant Trust; and
a separate partnership agreement with GL Communities under which GL Communities shall act as the operational lead.
A separate decision will be taken to determine whether the Council should enter into the two agreements referred to above once the requisite assurance checks have been completed.
