Purpose

Having consulted with the Leader of the Council, due to the temporary unavailability of the Cabinet Member for Business, Economic Development, Planning and Infrastructure. This approach has been confirmed as appropriate in the circumstances and maintains Member oversight of the proposed delegated decision in accordance with the Cabinet decision of 3rd November 2025:



The Executive Director of Economy, Environment and Infrastructure:



1. Permits the Waste Planning Authority to enter into a Planning Performance Agreement (PPA) with Allstone Sands Gravels Aggregates Trading Co. Ltd. relating to the Allstone Sand and Gravel Centre, Myers Road, Gloucester.



2. Agrees to the terms of the Planning Performance Agreement in connection with a retrospective planning application for:



the use of land for the washing, crushing and screening of inert waste materials to produce secondary aggregates; and

the discontinuation of ready-mixed concrete production activities.



For the avoidance of doubt, the PPA establishes a structured, project-managed process between the applicant and the County Council, including:



a jointly agreed programme and timetable covering pre-application and application stages through to determination;

commitments to collaborative working, timely information sharing, and regular project meetings; defined roles, governance arrangements, and engagement with technical consultees;

agreed service standards and key milestones for progressing the application; and

the applicant’s agreement to meet the Council’s reasonable costs associated with administering the PPA.
