Summary
The Cabinet Member - Children’s Safeguarding and Care approved recommendations on 21/10/2026. This decision established and administered three standalone competitive grant programmes: an Inclusive Activities grant programme, a Crisis and Resilience Fund programme, and an Innovation Fund programme, all as part of the wider SHaRe programme. The decision also permitted NHS Gloucestershire Integrated Care Board to call off contracts under the SHaRe Framework for Floating Support and Nurse Led and Nurse Oversight Support, and implemented a revised social value approach for the SHaRe Framework Agreement.

Purpose
To seek approval for the use of grant funding arrangements alongside the SHaRe Framework, together with associated amendments to previous executive decisions (where required) and related updates to commissioning and delivery arrangements. The SHaRe Framework and grant funding arrangements relate to the provision of support services, help and resources for children, young people and families.
The refinement is necessary to reflect the further work that has
been carried out by officers for the purpose of further developing the delivery model, including the development of a mixed framework and grant approach, amendments to the social value arrangements and the inclusion of arrangements enabling NHS Gloucestershire Integrated Care Board to utilise the Floating Support services, including nurse support, through the Framework.
These refinements will support the delivery of the SHaRe programme's intended outcomes whilst ensuring compliance with legal, procurement and governance requirements.
Decision
In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.
Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision to:
Delegate authority to the Executive Director of Children’s Services, in consultation with the Cabinet Member for Children's Safeguarding & Care
- Establish and administer the following standalone competitive grant programmes as part of the wider SHaRe programme. These grant programmes will operate alongside the SHaRe Framework Agreement
as separate funding arrangements:
- An Inclusive Activities grant programme awarding grants for an initial period of up to two years, with further funding opportunities available through subsequent grant cycles, enabling support to continue for up to six years in total, subject to funding availability; A one-yea
b. Crisis and Resilience Fund programme with further funding opportunities available through subsequent grant cycles, enabling support to continue for up to six years in total, subject to funding availability; and
c. A one year Innovation Fund programme with further funding opportunities available through subsequent grant cycles, enabling support to continue for up to six years in total, subject to funding availability. Eligibility for grant funding will not be conditional upon an applicant’s admission to the Framework Agreement, but by separate grant funding agreements being entered into with successful grant applicants in accordance with Subsidy Control Regime requirements.
