Purpose
To ensure the GMVS website/portal (also known as the Victims Gateway), which is live to the public, remains active and up to date and continues to be developed. A new call-off contract under G-Cloud is needed to continue the managed service provided by UBDS Digital.
The original ambition was to bring this in-house to GMCA after the initial period of external managed service. However, GMCA resources are not currently in place to manage the website and associated digital platforms across the Safer and Stronger Communities Directorate internally.
Following discussion with the project’s Senior Responsible Owner (the Safer Stronger Communities Criminal Justice Principal) this call-off contract has been approved on a short to mid-term basis, with an agreement from GMCA’s Deputy Director for Digital & Transformation, to look at longer-term management of the website. This includes exploring sharing resources with other Directorates to manage the website and recruiting services that would manage both the website and other related activities/digital platforms across the Safer and Stronger Communities Directorate.
Decision
A funding envelope of £68,460 ex VAT for a new call-off contract for the digital managed service of the Greater Manchester Victims’ Services (GMVS) website/portal, which is live to the public.
The contract is structured as:
- Initial 6-month period (February – August 2026): £34,230
- Optional extension for months 7 – 12 (September – February 2027): £34,230
