Purpose

Youth Justice Transformation is one of four key priorities for Greater Manchester. The two-day event at the Pendulum Hotel, Manchester brought together partners from across the ten local authorities and the wider youth justice system to build a shared understanding of the GM Youth Justice Transformation Framework, agree priority actions, and confirm roles, governance and timescales for implementation and delivery.

The programme included updates and shared learning on the Remand project, the Whole Area Model and the Community of Practice, alongside facilitated discussions on the key pillars/themes and service contributions, and input from Manchester Metropolitan University (MMU) to strengthen evidence-led practice.
Day 2 focused on strengthening the Youth Justice (YJ) Hub as a shared Greater Manchester forum to coordinate transformation activity, connect partners and align practice, and to maintain momentum and accountability through shared learning and evidence. Bringing together those involved at an early stage through the YJ Hub helped ensure shared ownership, early identification of risks and dependencies, and a coordinated approach to delivery across Greater Manchester. It centred on themed workshops to translate the framework into clear priorities and practical actions for 2026/27, including discussion on delivery, strengths and areas for development, supported by further implementation input (including the Knowledge Transfer Partnership and a Community of Practice update) and concluding with a ministerial contribution from Minister Jake Richards.

The Pendulum Hotel was selected due to its central, accessible location and appropriate conference and break-out facilities to support two full days of workshops, with on-site catering to enable efficient delivery.
