Purpose
The GMCA has responsibility under The Police (Conduct) (Amendment) Regulations 2024 for the attendance at Police Misconduct Panels of an LQP and two IPMs and for their subsequent renumeration.
Decision
The Deputy Mayor approves a funding envelope of £75,000 to renumerate Legally Qualified Persons (LPs) and Independent Panel Members (IPMs) appointed to sit on the panel for Police Misconduct Hearings taking place in the financial year 2026-2027. £75,000 is an estimate of the total costs based on the costings from previous years.
The £75,000.00 funding envelope will cover:
• Daily fee (£511.56 for LQPs & £357.00 for IPMs)

• Any other expenses
In the financial year 2025-2026, the Greater Manchester Combined Authority renumerated LQPs and IPMs a total of c.£50,000.00 and in 2024-2025 c.£65,000.00.
