Purpose
The GMCA has responsibility under The Police Appeals Tribunals Rules 2020 for the attendance at PATs of a PAT Chair and an IPM and for their subsequent renumeration.
PAT Chairs are appointed from a list of legally qualified individuals maintained by the Home Office. IPMs are appointed from a list of laypersons maintained by the Northwest Region’s. No IPM will be appointed to a PAT if they have already heard the same case at a misconduct hearing.

In the financial year 2025-2026, the Greater Manchester Combined Authority renumerated PAT Chairs and IPMs a total of c.£2,500.00 and in 2024-2025 c.£15,000.00. An additional contingency has been added to this for 2026-2027 as PAT Chairs are currently not taking on new cases meaning that cases that would have concluded in the previous financial year will conclude in 2026-2027.
