Purpose

Procurement legislation requires GMP to award these services through a compliant route to market.
Extensive preliminary market engagement has been conducted in order to understand the capabilities and interest of HEIs in the market. The recommended route provides the greatest flexibility for GMP to identify the provider best able to meet the specific requirements of the Force.

Decision

approval is given to undertake a competitive procurement and subsequently award a contract for the delivery of the Police Constable Degree Apprenticeship using the Competitive Flexible Procedure. The contract will be for student officer intakes over 5 years, with the option to extend for a further 2 years.

Alternative options considered

• Do nothing – rejected as non-compliant with Procurement Legislation and Chief Constable’s Financial Instructions.
• Extend current arrangements – rejected as non-compliant with Procurement Legislation and Chief Constable’s Financial Instructions.
• Use an existing framework – rejected as a Competitive Flexible Procedure under the Procurement Act 2023 allows the greatest flexibility for GMP to identify the provider best able to meet the specific requirements of the Force.
