Purpose

GMCA VRU have commissioned PACS since October 2023. The service provides a universal offer for parents and carers who have concerns and feel they require support, particularly when indicators of criminality, violence, or exploitation first emerge, rather than when a crisis point is reached. PACS has received over 1000 referrals and provides long term support to hundreds of parents and carers where their circumstances do not reach the threshold of statutory support.

A competitive procurement exercise has been undertaken, with Oasis Community Partnerships identified as the highest scoring bid.

Decision

Following a competitive tender process, the GMCA Violence Reduction Unit (VRU) will formally award the contract for the provision of a Parent and Carer Support (PACS) Service to Oasis Community Partnerships.

The contract award is for a period of 9 months, from 01/07/2026 to 31/03/2027, with a 1 year + 1 year extension option, subject to confirmation of funding for 2027/28 and 2028/29.

The contract value for each financial year is as follows:
• 2026/27: £318,102.83
• 2027/28: £474,569.95
• 2028/29: £497,800.11

The decision can now be published following the end of the standstill period on 15th June 2026.
