Decision

1. That the current position, recent progress and key milestones on the transport infrastructure pipeline be noted.
2. That approval be given to the drawdown of Integrated Settlement funding and associated scheme progression as follows:

•City Centre Bus Strategy Phase 2: £1.585m and Full Business Case;

•City Centre Radials Programme: £11.65m and Full Business Case for Programme Wide Early Interventions and Wellington Road North, Stockport;

•Improving Journeys Programme: £4.2m and Full Business Cases;

•Bus Depot Engineering Asset Renewals: £1.0625m;

•Bury Interchange: £25.1m and note the update on the residential development;

•North-West GM Metrolink Programme: £1.512m;

•Golborne Station: Note the recent confirmation received from DfT in relation to CRSTS retained scheme status and grant delegated authority to the Group Chief Executive, in conjunction with the Vice-Chair of the Bee Network Committee, to approve the associated funding allocation and drawdown requirements to enable a contract for the main construction works to be entered into, subject to the conclusion of all outstanding contractual and commercial arrangements with the identified contractor;

•Trafford: Partington Sustainable Travel Scheme: £7.37m and Full Business Case;

•Salford: Ordsall Neighbourhood: £0.1m and note the reallocation of £0.25m previously approved development funding underspend from Peel Green Active Travel scheme;

•Salford: Chapel Street / Trinity Way: £1.95m and Full Business Case for Phase 1;

•Tameside: Ashton and Stalybridge Packages: £5m and Full Business Case;

•Bury: Prestwich Travel Hub / Park and Ride: £12m and Full Business Case;

•Manchester: Wythenshawe Active Travel Programme Phase 1: £1.6m and Full Business Case; and

•Stockport: Electric Vehicle Charging Infrastructure: £0.626m and Full Business Case. 

1. That approval be given for the drawdown of Active Travel Funding, associated scheme progression and amendments to previously approved scheme budgets as follows:

•Salford: Islington Neighbourhood: £1.44m and Full Business Case;

•Stockport: Ladybrook Valley Phase 2: £0.07m;

•Manchester: School Streets: £0.6m and Full Business Case;

•Bury: Radcliffe Metrolink Access Ramp and Parkhills Road – Heywood Street Junctions: £4m and Full Business Cases;

•Trafford: Flixton Community Streets: £0.09m; and

•Trafford: Aimson Road East / Shaftesbury Avenue Junction Scheme: £0.5m and Full Business Case.

1. That approval be given to the drawdown and allocations of £49.7m Core Highways Maintenance and Local Safety & Minor Works funding for 2026/27.
2. That approval be given for the drawdown and allocations of £15.6m Local Highways Maintenance funding for 2026/27.
3. That authority be delegated to approve any further funding drawdowns which might be required before the next anticipated Bee Network Committee in September 2026 to the Group Chief Executive in consultation with Vice-Chair of the Bee Network Committee.
