Purpose

Since July 2025, Revolving Doors has made a significant contribution to the co-production and development of Greater Manchester's Whole System Approach to Diversion (WSA2D), ensuring that people with lived experience remain at the centre of strategic design, implementation and evaluation of the approach.

An update on Revolving Doors' contribution to the WSA2D programme was presented to the Justice and Rehabilitation Executive on 4 June 2026. Following consideration of the benefits delivered through the partnership and the ongoing requirement for meaningful co-production, the Executive approved the recommendation to extend funding to Revolving Doors for a further 12 months.

The continued investment will ensure that the Whole System Approach to Diversion remains co-produced with people who have lived experience of prolific, problematic and persistent offending, while also drawing on the wider expertise and strategic support available through Revolving Doors' senior leadership team. This will strengthen the programme's ability to develop effective, person-centred diversion approaches, improve outcomes for individuals, and reduce longer-term demand across public services.
Revolving Doors brings extensive expertise in integrating lived experience into policy development, service design and system reform. Continued partnership working will support Greater Manchester's ambition to deliver a trauma-informed, evidence-based and co-produced approach to preventing offending and supporting recovery.

Decision

Revolving Doors' comprehensive system for lived experience teams will receive grant funding of £96,632 for the 2026/27 period.

This allocation will support the continued co-production and development of Greater Manchester's Whole System Approach to Diversion (WSA2D) with individuals who have lived experience of prolific, problematic, and persistent offending. The funding will enable Revolving Doors to continue providing specialist lived experience expertise and strategic support to the programme for a further 12 months.
