Purpose

1. There is a recognition that more of the same is just not going to have the impact required to support both victims and perpetrators of domestic abuse.
2. All Boroughs across GM are committed to the MATAC model for the management of high-risk high harm perpetrators - it is our hope that by investing additional sums into the delivery of MATAC that we will be able to demonstrate the worth of further developing the cohort selection tools to deliver greater cohesion across GM. The investment should support a wider behaviour change offer and victim support arrangements.
3. Eight of the ten GM Boroughs have opted for the Intractable MARAC project. This demand demonstrates that the current arrangements for supporting complex cases in MARAC are not working and that in some instances they are broken, leaving vulnerable women and their children without meaningful support or engagement.
4. These projects are not simply a matter of doing things differently just for the sake of it. These projects have been developed by listening to frontline workers, services, victims and perpetrators about what works and why and trying to deliver projects that are informed by this insight.

Decision

As lead commissioner, GMCA will award grant funding to nine Greater Manchester local authorities to support delivery of the agreed borough domestic abuse projects.

Salford is not included in this grant funding decision, as its project is fully funded through DRIVE.

The total contribution from Greater Manchester boroughs is £500,000 per year and the matching contribution from GMCA, Safer and Stronger Communities is £615,000 per year, for two years.

These grant-funded proposals will bring an additional £2,230,000 of investment into work to reduce gender-based violence in Greater Manchester. GMCA’s contribution is funded by GMS funding into GMCA’s work on gender-based violence.

Background:
In March, GMCA wrote out to all DA Co-Ordinators in the ten GM local authorities asking them to respond with their first and second preferences for the delivery of the following project options:

• Involvement in delivering DRIVE for one year dealing with 125 perpetrators.
• Having greater investment into the delivery of MATAC to support better victim care and improved perpetrator management - effectively a MATAC + approach.
• Delivery of a key worker approach to Victims of Intractable MARAC cases – moving from an approach dominated by risk to a trauma informed approach guided by relational trust.


Responses From the Ten Greater Manchester Authorities
All ten Authorities have conducted discussions and consultations, often involving their local DA Delivery Boards.

All ten GM Boroughs have been visited by GBV team members to discuss in detail their proposals, to gain agreement to their match funding contribution and to discuss mobilisation and delivery arrangements.

Detailed Evaluation
All grant-funded project options will be subject to monitoring and evaluation to demonstrate their impact and support learning across Greater Manchester.

The MATAC+ project will be evaluated by GMCA research in partnership with the University of Manchester.

The intractable MARAC projects will be subject to separate support and evaluation arrangements, which will be covered through a separate decision.
