Purpose

Youth Justice Transformation is one of four key priorities for Greater Manchester. The decision is sought to approve the delivery of a full-day Youth Justice event on 25 June 2026 at the Mechanics Centre, Manchester, bringing together Ministry of Justice colleagues, Greater Manchester partners and youth justice stakeholders to support the development of the Youth Justice Transformation Hub and strengthen shared understanding of the Turnaround programme.

The day will provide an opportunity to set the strategic context, explore live policy and operational issues, consider the use of deferred prosecutions and Outcome 23 with Turnaround children, and develop collective priorities across prevention, custody, remand, courts, victims and partnership practice. The event will support partners to identify key areas for collaboration, align local and national priorities, and agree practical next steps to inform future Youth Justice Hub development and wider system improvement across Greater Manchester.

The Mechanics Centre was selected due to its central, accessible location and appropriate conference and break-out facilities to the day, with on-site catering to enable efficient delivery.

Decision

GMCA reimburses Manchester City Council for Developing and Delivering the GM Youth Justice Transformation Framework - Youth Justice event Turnaround (MoJ) and YJ Hub development. Delivering a 1-day event at the Mechanics Centre Manchester.

Total amount to be reimbursed is £1,360.13p
