Purpose
The GMCA has responsibility under The Police (Conduct) (Amendment) Regulations 2024 for the attendance at Police Misconduct Panels of an LQP and two IPMs and for their subsequent renumeration.
Decision
The Deputy Mayor will approve a funding envelope of £200,000 to renumerate Legally Qualified Persons (LPs) and Independent Panel Members (IPMs) appointed to sit on the panel for Police Misconduct Hearings taking place in the financial year 2026-2027. £75,000 was previously agreed via a Decision Notice signed in April 2026 based on an estimate of the total costs based on the costings from previous years, however, due to an increase in the volume of misconduct hearings within GMP in 2026/27, an increased budget is required.

• Preparation & report writing (£85.00 per hour for LQPs & £25.00 per hour for IPMs)
