Purpose
The decision is sought to approve a time-limited extension of funding to maintain continuity of the SHiFT Manchester programme to 31 March 2027, while longer-term delivery and sustainability options are considered through the emerging Greater Manchester Youth Justice Hub arrangements.
SHiFT Manchester has been delivered through a blended funding model. Programme costs have been met through contributions from SHiFT, Manchester City Council and GMCA/VRU, with GMCA funding passported to Manchester City Council for onward distribution.
SHiFT is a national charity that works with vulnerable children and young people caught up in, or at risk of cycles of harm where things are getting worse, not better.
SHiFT will continue to collaborate with Manchester City Council to maintain trusting professional relationships between practitioners and young people to give them the support they need to improve their lives.
The original programme began in Tameside Youth Justice Service in 2023 and a second programme commenced in 2025, supported by contributions from Manchester City Council and GMCA and matched by SHiFT.
Decision
£50,000.00 in grant funding is awarded to Manchester City Council acting as a contribution to continuing delivery of the existing SHiFT programme in Manchester which works to bring about positive outcomes for children across the borough. This grant funding award is intended to fund delivery from 01/10/2026-31/03/2027.
