Purpose

To approve the appropriation of
the property from the HRA to the GF, to allow the property to be
used as a Children’s Home.  
 

Content

Agreed to appropriate the
Housing Revenue Account land and property as detailed and shown
edged red on the plan in Exempt Appendix 1, under Section 122 of
the Local Government Act 1972, from housing purposes within the
Housing Revenue Account, to use as a children’s home within
the General Fund, and to ensure the relevant accounting adjustments
are made.
 
Noted that by using this
property as a Children’s Home, an annual revenue saving in
the General Fund of £804,064 is forecast, to support delivery
of the 2024/25 MTFS Proforma 51 – create more residential
provision (Rethinking), as set out in Appendix 4.
 
Noted that the appropriation
will be subject to the approval of the Secretary of State for
Housing, Communities and Local Government.
 
Noted that the budget to fund
the cost for the refurbishment and extension of the property will
be subject to a further report to Members.
 
Agreed to treat the information
contained in the Exempt Appendices One, Three and Five to this
report as exempt information in accordance with the provisions of
paragraph 3 of Schedule 12A to the Local Government Act 1972 (as
amended) (information relating to the financial or business affairs
of any particular person including the
authority holding that information). Agreed that this exempt
information contained in the Exempt Appendix One, Three and Five
shall not be released to the press or public.
 
Noted that officers will
consult with residents regarding the change in use of the property
and any planning permission requirements, once the appropriation
decision has been agreed by the Leader and Secretary of
State.
