1.           
Approved the award of contracts for the delivery of housing
adaptations works (Lot 1 – Internal Adaptations and Lot 2
– External Adaptations) as set out in paragraphs 2 to 8
below.
 
2.           
Approved the appointment of:
(a) 
Effectable Construction Services Limited (Company number 04002709)
(“Effectable”); and
(b)KBH Building Services Ltd
(Company number 09142184) (“KBH”)
as the main
contractors for delivering works under Lot 1 (Internal Adaptations)
for an estimated total contract value of up to £9,000,000
(excluding VAT) over the contract duration of five (5) years (works
out to £1,800,000 per annum).
 
3.           
Noted that Effectable and KBH were the number 1 and number 2 ranked
Tenderers respectively and so, qualified as the main contractors
for Lot 1 (Internal Adaptations).
 
4.           
Noted that the allocation of work between Effectable and KBH for
Lot 1 (Internal Adaptations) would be at the Council’s
discretion, and the Council will endeavour to distribute the work
fairly and proportionately between these two main contractors
 
5.           
Approved the appointment of:
(a)  
Advanced Building & Maintenance Services Limited (Company
number 06659934) (“Advanced”);
(b)     T Brown Group Limited (Company number
01006630) (“T Brown”); and
(c)     Saltash Enterprises Limited (Company
number 01977118) (“Saltash”)
as the reserve
contractors for Lot 1 (Internal Adaptations) over the contract
duration of five (5) years.
 
6.           
Noted that Advanced, T Brown, and Saltash are the number 3, number
4 and number 5 ranked Tenderers respectively and so, qualified as
the reserve contractors for Lot 1 (Internal Adaptations).
 
7.   
Approved the appointment of Saltash Enterprises Limited (Company
number 01977118) (“Saltash”) as the main contractor for
delivering works under Lot 2 (External Adaptations) for an
estimated total contract value of up to £1,000,000 (excluding
VAT) (i.e., £200,000 per annum) over the contract duration of
five (5) years.
 
8.           
Approved the appointment of:
(a)         
T Brown Group Limited (Company number 01006630) (“T
Brown”); and
(b)         
Mulalley & Co. Limited (Company number 01534913)
(“Mulalley”)
as the reserve
contractors for Lot 2 (External Adaptations) over the contract
duration of five (5) years.
 
9.           
Noted that T Brown and Mulalley are the number 2 and number 3
ranked Tenderers respectively and so, qualified as the reserve
contractors for Lot 2 (External Adaptations).
 
10.Noted that the appointment of
main contractors and reserve contractors for Lot 1 (Internal
Adaptations) and Lot 2 (External Adaptations) is in accordance with
the appointment methodology set out in the tender documents.
 
11.        
Noted that, if required, the reserve contractors for Lot 1
(Internal Adaptations) and Lot 2 (External Adaptations) will be
allocated work at the Council’s discretion and the
distribution of work will be carried out in a sensible manner as
the Council sees fit.
 
12.        
Noted that the contract duration for Lot 1 (Internal Adaptations)
and Lot 2 (External Adaptations) will run for an initial period of
three (3) years with effect from 1st June 2025 up to
31st May 2028 with the option to extend the contract
period on the same terms for a further two (2) periods of 12 months
each making possible a total contract period of five (5) years.
 

13.          
Noted that the combined estimated contract value for Lot 1
(Internal Adaptations) and Lot 2 (External Adaptations) is
£10,000,000 (excluding VAT) over the contract duration of
five (5) years (equivalent to £2,000,000 per annum).
