Resolved that Full Planning
Permission be granted for the “Change of use of single
family dwellinghouse (Use Class C3) to a six bedroom small HMO (Use
Class C4) with a maximum capacity of six persons together with the
demolition of an outbuilding, construction of a single storey side
and rear extension, hip-to-gable loft conversion, rear dormer and
front rooflights.
 
Subject to the Conditions set
out in Appendix 2, to be detailed in the notice of determination,
with the following additions that prior to the
occupation of the development,
·     
details of the provision of six (6) secure and dry
cycle parking facilities (including storage enclosure) to be
located in the front garden shall be provided to, and approved in
writing by, the Local Authority.
·     
details of the location and storage, in the front
garden of the five (5) waste bins, to be located away from the
shared boundaries with adjoining properties, shall be provided to,
and approved in writing by, the Local Authority.

·     
An Operational Management Plan shall be provided to,
and approved in writing by, the Local Authority. Details shall
include, but are not limited to:

o  
Details as to how the property will be managed in
order to minimise the impact on the residential amenity of
adjoining owner/occupiers.

o  
Details of a 24 hour emergency telephone number to
be used by residents should any concerns from noise nuisance
arise. 
 
That the Assistant Director
(Planning & Building Control) be authorised to make any minor
changes to the detailed wording of the recommended conditions as
set out in this report (Appendix 2), its addendums and the minutes
of this Local Planning Committee meeting, where the Assistant
Director (Planning & Building Control) considers it
appropriate, before issuing the decision notice.
