Content
1.
Approved the scheme and estimate for the 2025/26
Children’s Services Special Educational Needs and
Disabilities (SEND) Minor Works Capital Programme estimated at
£1,165,085. This programme forms part of the wider School
Place Planning & Capital Programme 2024/25–2026/27,
agreed by Cabinet on 9 April 2025, and incorporates other
associated decisions with capital implications.

Noted that the schemes in this Minor Works Capital
Programme cover construction works associated with the delivery of
the following projects, as outlined under Section 5 of the report
and in Appendix A:
a)
The expansion of Willow Dene Secondary School,
Oakmere Road, SE2, to provide at least eight additional Year 7
places, with potential for further growth in subsequent
years.
b)
The expansion of the Local Authority Resource
Provision (LARP) at Newhaven School, Kings Park Campus SE9,
increasing capacity from 55 places to 80 places for students aged
11 – 19 years with a co-diagnosis of autism and significant
and persistent mental health needs.
c)
The repurposing of the Discovery Children’s
Centre SE28, to accommodate Children’s Services’
Outreach Services currently based at Kings Park to facilitate the
project at 1.2(b) above.
d)
The expansion of the Woolwich Polytechnic School for
Boys (WPSB) LARP to a satellite site at De Lucy Primary School SE2,
creating 24 additional places for secondary-aged children diagnosed
with Moderate Learning Disabilities (MLD).
e)
Additional funding for the new Rowan Wood School
secondary and sixth-form phase at Hargood Road SE3, following the
scheme and estimate approved by Cabinet on 18 September
2024.
f)
The integration of children’s centre spaces at
Abbey Wood and Pound Park nurseries into existing school settings,
following Cabinet’s decision on 4 December 2024 regarding
changes to the delivery model for Children’s
Centres.

Noted that £400,000 in funding, originally
approved in the School Place Planning and Capital Programme 2022/23
- 2024/25 report for a SEND provision at 47 Abbey Grove SE2, has
now been reallocated to deliver the expansion of WPSB LARP to a
satellite site at De Lucy Primary
School, SE2.
4.
Authorised the Director of Place & Growth, in
consultation with the Director of Children’s Services, to
vary the scheme details as necessary in accordance with any future
identified priorities in line with the Council’s scheme of
delegation and within the agreed budget.
