Resolved that full planning permission
for the change of use from a single
dwellinghouse (Class C3) to an 8-unit large HMO (Sui-Generis)
including the conversion from the garage into a habitable room,
with the provision of refuse and cycle storage be REFUSED on
the following basis
 

·     
That the proposal, by reason of the substantial number of occupants
proposed and the specific layout associated with the proposal, as
well as the age and nature of the current building and buildings
within the immediate surrounding area would result in unacceptable
noise pollution impacts to neighbouring properties.
 

·     
That the proposal fails to demonstrate that it would not result in
unacceptable impacts on the surrounding highway network from
impacts on parking availability resulting from the
proposal.
