Agreed to advertise and make the Experimental
Traffic Orders (ETROs) and to take all necessary steps to implement
the 55 parking bays that form Phase One of the shared dockless
e-bike parking bay programme, subject to the carrying out of the
statutory process as prescribed by the Local Authorities' Traffic
Orders (Procedure) (England and Wales) Regulations 1996.

Noted that an ETRO can stay in force for up to a
maximum of 18 months while the effects are monitored and assessed.
A further decision would be required on whether to make permanent,
modify or remove any ETROs created as a result of this decision.
The scheme will be monitored and consulted upon during the
experimental period. Further amendment may also need to be
considered in line with the Scheme of Delegation set out in the
Constitution, if issues arise.

Noted that this ETRO covers Phase One of the
programme. A separate Decision Report will be required for
subsequent phases.

Noted and agree the proposed approach to the
implementation of dockless e-bike parking bays, to be used
exclusively for the parking of shared e-bikes. A standalone
Decision Report has been prepared for entering into a Memorandum of
Understanding with the dockless e-bike operator Lime.
