Resolved that full planning
permission for the construction of single-storey rear extension and
change of use of a single family dwellinghouse (Use Class C3) to a
six bedroom HMO with a maximum capacity of six persons (Use Class
C4) be refused.
 
That refusal was on the basis
of –
 
The proposal fails to provide
an adequate and easily accessible route to bike storage in the rear
garden. As such, would not provide the necessary ease of use
required to actively encourage future occupiers to
cycle.
 
The proposal fails to
demonstrate that adequate and accessible bin storage on the
extended platform at the front of the property is available for the
storage of the required five (5) 240L
waste bins. 
 
By reason of the location of
the basement window serving bedroom 1 within a lightwell,
relationship with the staircase and access to the lower ground
floor, and extension of platform, would lead to an adverse impact
on the amenity of any prospective occupier of that bedroom, in
terms of noise, disturbance and loss of privacy.
