Purpose

To approve the procurement
strategy and authority to proceed to competition for the provision
of tuition services.
 

Content

1.           
Approved this procurement strategy in accordance
with CSO 16 to establish an Open Framework for Tuition Services for
an initial period of 3 years with optional extension periods up to
a maximum of 24 months, for a total maximum duration of 5 years.
The Framework shall commence from 1 September 2026. The maximum
value of the framework over the 5-year period is £25 million
allowing for inflation, changes in demand and its use by Schools to
support their financial sustainability and access to high quality
tuition.
 
2.           
Noted the framework will be re-opened in accordance
with Section 49 of the Procurement Act 2023.
 
3.           
Delegated authority from the Director for Children
Services to the Head of SEND Assessment and Review Services to
Call-off services, or modify contracts throughout the term of the
Framework, either in a block or as individual basis as most
appropriate. This is to ensure urgent decisions can be made quickly
and statutory obligations are met
 
4.           
Noted the framework value is the maximum amount that
can be spent during the term. However, the framework provides no
guarantees of any minimum volumes or spend. The value allows for
maintained schools and academies in Greenwich, and other boroughs
to call off from the framework, should the Council allow them to do
so, but it does not commit the Council to this.
