Agreed
that the Council shall conduct a below threshold
works contract procurement in accordance with the Procurement Act
2023 (the "Act") and Contract Standing Orders ("CSOs") to select a
demolition contractor and delegate authority to the Chief Officer
(Interim Director Place and Growth) to conduct a procurement,
select a preferred demolition contractor and enter into an
agreement to demolish the Waterfront Leisure Centre in preparation
for the disposal of the Council's freehold interests within the
redline of the plan set out in Appendix A of the report known as
the Waterfront Leisure Centre site (“WWF Site”) to a
residential development partner alongside an agreement to deliver
new homes on the WWF Site;

that the Council shall conduct a formal above
threshold public works contract procurement in accordance with the
Act and the CSOs to select a residential developer partner and
delegate authority to the Chief Officer (Interim Director Place and
Growth), in consultation with the Leader and Cabinet Member for
Planning, Estate Renewal and Development, to conduct a procurement
procedure, select a preferred residential developer partner and
enter into agreements with the residential developer partner
to:

dispose of the WWF Site; and
·
facilitate the delivery of a residential led
development on the WWF Site;

the budget set out in the report to cover the costs
of the recommendations approved together with other attendant
expenditure (including the security for the WWF Site so long as the
WWF Site remains owned by the Council); and

and approved that the contents of Appendix B
to the Report be exempt from publication on the grounds that it
contains information relating to the financial or business affairs
of a particular person (including the authority holding that
information) under Paragraph 3, Part 1 of Schedule 12A of the Local
Government Act 1972 (as amended) and agreed that this exempt
information contained in the confidential Appendices shall not be
released to the press or public.
