Resolved that Full Planning
Permission be granted for the change of use from
existing single-family dwellinghouse (Use Class C3) to a 6-bed,
6-person HMO (Use Class C4), in addition to a loft conversion and
construction of a rear dormer, single storey rear extension, cycle
and refuse storage and all other associated alterations.
 
Consent subject to the
conditions set out at Appendix 2 of the main report, its addendum
and the following additional condition to be detailed in the notice
of determination.

Condition 10: Operational Management
Plan

In order to prevent any unacceptable loss of privacy
to adjoining properties and the area generally and to comply with
Policy DH(b) of the Royal Greenwich Local Plan: Core Strategy with
Detailed Policies (2014) and the Council's Urban Design SPD
(2023).   

 

a. Prior to the occupation of the development hereby
approved, an Operational Management Plan shall be provided to, and
approved in writing by, the Local Authority. Details shall include,
but are not limited to:

·     
Details as to how the property will be managed in
order to minimise the impact on the residential amenity of
adjoining owner/occupiers.

·     
Details of a 24-hour emergency telephone number to
be utilised by residents should any concerns from noise nuisance
arise.

·     
Details of proposed regular inspections to the HMO
use and commitments for the logging of the results of such
inspections.

 

b. The development shall then be carried out in
accordance with the details hereby approved in part a and continued
as such for the lifetime of the proposed development.
 

Reason 10:
To
ensure that the proposal would have an acceptable impact on the
residential amenity of adjoining owner/occupiers. This is to ensure
compliance with Policies D3 and D14 of the London Plan (2021) and
Policies DH(b) and E(a) of the Royal Greenwich Local Plan: Core
Strategy with Detailed Policies (July 2014).
 
 
That
the Assistant Director (Planning & Building Control) to make
any minor changes to the detailed wording of the recommended
conditions as set out in this report (Appendix 2 within the main
report), its addendums and the minutes of this Area Committee
Meeting, where the Assistant Director (Planning & Building
Control) considers it appropriate, before issuing the decision
notice
