Consultancy Services

1.   
Granted approval to proceed with a direct award, via
the South East Consortium (SEC) Multi-Disciplinary Consultancy
Framework, to Potter Raper Ltd (company number 11729518), to carry
out multi-disciplinary consultancy services supporting urgent
cladding remediation and other capital works required at 6 LPS
blocks throughout the Borough, plus potentially one (1) additional
block (Mabel Polley House), to be agreed post
appointment.
 
2.   
Confirmed Potter Raper's ongoing social value
commitment through their partnership with CACT throughout the term
of their contract.  Details of this are
set out in Section 5.4 of this report.

Noted that the proposed fee from Potter Raper Ltd,
based upon a three (3) contractor procurement route and a five (5)
year pre and post contract appointment is £3,269,984
(excluding VAT). This is 4.83% of the estimated works contracts
value.
 

4.  Approved that given
the exclusions within the proposal and the potential for programme
slippage, additional works and the additional block, we are
requesting funding of up to £3,923,980 on these consultancy
services regarding housing blocks as set out in this report. The
Council reserves the right not to spend this full amount, if
additional works and the additional block are not
utilised.
 

5.  Anticipated that this
work would be funded through the Cladding Safety Scheme
(CSS).  Resources from the existing Fire
Safety (Capital) budget will be utilised to cover the cost of this
contract initially and will be reimbursed following receipt of
Cladding Safety Scheme funding.
