Purpose

To agree the pathway and
approach for procurement of a replacement Discharge to Assess
pathway in Health and Adult services

Content

1.   
Approved the procurement strategy set out in this
report, option 4, launch of a procurement under the Procurement Act
2025 of a 5 plus up to 2 years' service contract for the provision
of a replacement Discharge to Assess and Step up / down service in
Greenwich.  A competitive open tendering
process will be carried out pursuant to CSO 18.3.1.

Noted the current services supporting this pathway
are fully funded from the Better Care Fund (BCF). As part of BCF
planning for 26/27 budget setting discussions are underway and will
be concluded in line with BCF conditions of funding and governance
expected by March 2026. The current funding allocations will need
to be increased to reflect the cost of any D2A service in the
future, for this to be achievable system wide support may be
required to sustain a D2A pathway in Greenwich. The annual value is
anticipated to be up to a maximum of £2.1m per
annum.  
 

3.   
Noted that an approval to award decision will be
sought following the conclusion of the tender evaluation in
accordance with CSO 17.2.
