Purpose

The report asks Cabinet to
approve the Procurement Strategy and Social Value Framework for
2026 to 2031.  These documents form the
foundation of how the Council will undertake effective, high
quality and best value procurement and secure the best Social Value
outcomes for local people and the borough.

Content

Approved
the implementation of the Council’s updated
Procurement Strategy 2026 –2031 and the accompanying Social
Value Framework Policy (SVFP).
 
Noted
that the new Strategy and SVFP establish a
strengthened, modernised, and legally compliant approach to
procurement that aligns with the requirements of the Procurement
Act 2023, supports the Council’s Corporate Plan priorities,
and ensures that procurement and contract management activity
delivers maximum public benefit, value for money, and measurable
social value outcomes for residents.
 
Noted
that the Director of Resources, in consultation with
the Cabinet Member for Finance and Social Value will agree and
finalise and update associated procurement guidance, templates,
evaluation tools and training resources needed to support full
implementation across all Council directorates.
 
Agreed
that the Director of Resources will report annually
to Overview and Scrutiny Committee on delivery of the Strategy and
SVFP, including:

Pipeline and procurement activity
·       
Supplier performance and risk
·       
Savings and commercial benefits
·       
Overall delivery of social value
