Purpose
To approve proceeding with a competitive tender procedure to procure up to three suppliers per lot for a Transportation Professional Services Framework
Decision
Granted approval to proceed with a competitive tender procedure in accordance with Contract Standing Order (CSO) 15.2 to procure up to three (3) suppliers per lot for the following Transportation Professional Services Framework:
- 1.1. Lot 1: Traffic, Highways, Development Control and Parking Design
- 1.2. Lot 2: Transport Strategy and Policy
- 1.3. Lot 3: Structures and Flooding
Noted that individual contracts will be awarded within the three individual Lots and to any supplier on that Lot. Direct Awards can be done up to a value of £75,000, but the Council retains the option to issue a contract to any of the three providers on the individual Lot, should this be operationally prudent. For any values over £75,000, a mini competition will need to be completed.
Noted that the estimated maximum framework value (all contracts), over the four (4) year term, is £12 million (excluding VAT), which is £3m per year (£2,350,000 for Lot 1, £250,000 for Lot 2 and £400,000 for Lot 3).
Noted that the Framework duration will be for a maximum of four (4) years. The Framework is estimated to commence in November 2026.
Noted that an approval to award decision will be sought following the conclusion of the tender evaluation in accordance with CSO 17.2.
