Purpose

To approve the Scheme and Estimate Report to allow for the progression of place-making, partnership working and recruitment in relation to the Charlton Riverside regeneration project.

Decision

1. Approved a Scheme and Estimate budget at a value of £822,332 to facilitate the regeneration of Charlton Riverside as set out in the report.
2. Approved the Outline Commercial Terms as set out in Appendix F of this report and delegate authority to the Director of Place and Growth to enter into a Phase 1 Landowners Collaboration Agreement with London Homebuilding Partnership LLP ("Hyde") to facilitate the regeneration of part of Charlton Riverside.
3. Approved the preparation of a detailed Meanwhile Use Strategy for Charlton Riverside to facilitate place-making and activate Council land and buildings for social, cultural and commercial purposes.
4. Noted a further formal governance report will be presented to agree next steps beyond Stage 1 of the Collaboration Agreement and to implement the Meanwhile Use Strategy.
5. Agreed to treat the information contained in the confidential Appendices A, C, D, E, F and G to this report as exempt from the provisions of paragraph 3 of Schedule 12A to the Local Government Act 1972 (as amended) (Information relating to the financial or business affairs of any particular person including the authority holding that information) and agreed that this exempt information contained in the confidential Appendices shall not be released to the press or public.
