Decision

1. 1          Noted that Cabinet agreed in June 2025 to delegate authority to the Cabinet Member for Planning, Estate Renewal and Development to agree the formal inclusion of properties at Royal Arsenal Riverside and Kidbrooke Village as acquisition opportunities into Phase 2 of the Greenwich Builds programme.
2. 2          Noted the most recent election in May 2026 has resulted in Cabinet roles and responsibilities being revised, therefore the acquisition of these new homes falls under the housing and Greenwich builds portfolio.
3. 3          Noted that the funding envelope for the acquisition of these new homes and associated costs is contained within the budget envelope of £397.32m for Greenwich Builds Phase 2, as agreed by Cabinet on 17th February 2022.
4. 4          Noted Procurement Board on 03 September 2026 approved the procurement justification as detailed in appendices 8 and 9 of this report, and approved the publication of the Transparency Notice, the Contract Award Notice and the Contract Details Notice.
5. 5          Delegated authority to the Director of Place & Growth, in consultation with the Director for Housing and Safer Communities, to agree Heat Supply Agreements with the on-site energy supplier, that the Council will need to sign for Royal Arsenal and for Kidbrooke Village.
6. 6          Agreed to treat the information contained in the confidential Appendices 1-9 to this report as exempt from the provisions of paragraph 3 of Schedule 12A to the Local Government Act 1972 (as amended) (Information relating to the financial or business affairs of any particular person including the authority holding that information) and to agree that this exempt information contained in the confidential Appendices shall not be released to the press or public.

Royal Arsenal Riverside

1. 7          Agreed to enter into:
2. 7.1     a Development Agreement and Agreement for Lease with Berkeley Homes (East Thames) Limited and Berkeley Fifty-Five limited and Berkeley Homes plc;
3. 7.2     a lease with Berkeley Fifty-Five limited relating to Block K core 3/4 Royal Arsenal;
4. 7.3     an underlease for the commercial unit in Block K core 3/4 Royal Arsenal, with Berkeley Fifty-Five Limited as the tenant;  to facilitate the provision of 90 social rent homes and a commercial unit at Block K core 3/4 Royal Arsenal Riverside
5. 8          Noted that the Greater London Authority (GLA) has allocated £19,440,000 of grant funding for Royal Arsenal.
6. 9          Approved a budget of £35,928,280 for the acquisition of 90 homes for social rent at Royal Arsenal Riverside, funded as follows:

·      £19,440,000 GLA Grant

·      £16,488,280 HRA Borrowing

Kidbrooke Village

1. 10      Agreed to enter into a:
2. 10.1Development Agreement and Agreement for Lease with Berkeley Homes (East Thames) Limited and Berkeley Homes plc;
3. 10.2lease with Berkeley Homes (East Thames) Limited; to facilitate the provision of 66 social rent homes, at Block A1, Phase 5, Kidbrooke Village.
4. 11      Noted that the GLA has allocated £16,500,000 of grant funding for Kidbrooke Village.
5. 12      Approved a budget of £30,735,390 for the acquisition of 66 homes for social rent at Kidbrooke Village, funded as follows:

·      £14,235,390 HRA Borrowing
