Purpose

To award two (2) contracts for
Asbestos Surveys, Consultancy and Air Test Monitoring for Council
Housing and Associated Common Areas.

Content

1.       Agreed the award of
contracts for the provision of asbestos surveying, inspection,
sampling, testing, and analytical services to:
 

(a)  
Tersus Consultancy Ltd (Company number 01912115)
(“Tersus”) for an initial period of two (2) years with
effect from 1st September 2024 plus the option to further extend
the contract by two (2) additional periods of one (1) year each at
an estimated total contract value of up to £900,000
(excluding VAT) over four (4) years (i.e., £225,000 per
annum); and
 

(b)  
Pennington Choices Ltd (Company number 03945920)
(“Pennington”) for an initial period of two (2) years
with effect from 1st September 2024 plus the option to further
extend the contract by two (2) additional periods of one (1) year
each at an estimated total contract value of up to £900,000
(excluding VAT) over four (4) years (i.e., £225,000 per
annum).
 

2.       Agreed that the
award of contracts to Tersus and Pennington is made through the
Fusion 21 Building Safety and Compliance Framework Agreement, Lot 1
- Asbestos Surveying and Consultancy, in accordance with CSOs 16.5
to 16.7.
 

3.       Noted that the
Directorate of Regeneration, Enterprise, and Skills (DRES) is also
a part of this procurement, and the estimated total contract values
set out in paragraphs 1.1 (a) and 1.1 (b) above have a provision of
£200,000 (i.e., £50,000 per annum, split equally
between Tersus and Pennington)  to meet
DRES’s requirements.
 

4.       Noted that the
estimated spend for Repairs and Investments (R&I) in relation
to these contracts would potentially be funded from capital and
revenue sources.
