Purpose

Delegate to the Director of
Children’s Services in consultation with the Cabinet Lead for
Children and Young People’s Services, the authority to
utilise the combined sum of £1,059,948 (One million and fifty
nine thousand, nine hundred and forty eight pounds) through a grant
award / bidding process and / or any other means deemed appropriate
for facilitating the fulfilment of the Council’s childcare
sufficiency duties and early years’ Special Educational Needs
& Disabilities (SEND) priorities within local area.

Content

1        Noted the
receipt of the Childcare Expansion Capital Grant (CECG) of
£510,706 (Five hundred and ten thousand, seven hundred and
six pounds only) for the 2023/24 financial year by the Council from
the Department for Education (DfE) for the implementation of the
Government’s expanded 30-hours entitlement for qualifying
working parents and to increase the supply of wraparound childcare
for primary school aged children.

 

2        Noted the availability of a total sum of
£549,242 (Five hundred and forty-nine thousand, two hundred
and forty two pounds only) in the form
of developer contributions toward the provision of early
years’ education facilities and childcare subsidies as agreed
in s106 agreements set out in Appendix 1 of this report.

 

3        Authorised the Director of Children’s
Services to utilise the combined sum of £1,059,948 (One
million and fifty nine thousand, nine hundred and forty eight
pounds) as outlined in paragraphs 1.1 and 1.2 above through a grant
award / bidding process conditional on the entering into of grant
agreements and / or any other means deemed appropriate to enable
the Council to deliver its childcare sufficiency duties and its
early years’ Special Educational Needs & Disabilities
(SEND) priorities within local area. This will need to be subject
to a further decision report under which the particular expenditure restrictions of the S106
monies will need to be taken into account and complied
with
