Agreed
to recommend to Full Council that it approves the
Royal Borough of Greenwich Carbon Neutral Plan’s (CNP)
proposed new Action Plan (“New Action Plan”) as
appended to this report (at Appendix 2 of the report), which
highlights areas of climate action to 2025 and longer-term
initiatives up to 2030;
Noted
that the first Action Plan had been approved by Full
Council in November 2021 as part of the CNP; and that a summary of
the changes proposed in the New Action Plan are set out in Appendix
1 to the report;
Noted
that a review has been undertaken by Element Energy
to assess the proposed actions and ensure that, subject to funding,
they maximise the opportunity to achieve the 2030
target;
Noted
the second year emissions report (Appendix 3 of the
report) detailing progress in reducing both operational and borough
emissions;
Noted
that a procurement exercise is to be undertaken for
decision by the Director of Regeneration, Enterprise & Skills
for carbon management monitoring services to secure the
following:

Development of tools that can track progress and be
updated in-house by RBG if climate ambitions change.
·
Development of tools that can support future
decision-making and reporting – including a MACC
graph.
·
Provision of a performance dashboard to effectively
monitor each climate measure

the comments of the Overview and Scrutiny Committee
at its meeting on 29 November 2023 (Appendix 4 of the report)
