1.   
Noted that in the Leader Report of 15th December,
“Acquisition or lease of properties for temporary
accommodation or new General Needs Housing: 71 – 77 Sandy
Hill Road SE18 Block 203 Greenwich Millennium Village Block 403
Greenwich Millennium Village”, approval was granted to enter
into contract with Taylor Wimpey for the acquisition of blocks 203
and 403 at Greenwich Millenium Village.

Noted that subsequent to that approval, officers
have been advised that the legal entity that the Borough will enter
into contract with for these acquisitions of blocks 203 and 403,
will in fact be Greenwich Millenium Village Limited.

Agreed to vary the Leader Report of 15th December
2023, to allow the Borough to enter into contract with the
Greenwich Millenium Village Limited, as the correct vendor of Block
403 and Block 203 at Greenwich Millennium Village.

Noted that the Leader’s scheme of delegation
provides that the Leader may vary or withdraw a delegation at any
time, either generally or in relation to a specific decision, and
may allocate the matter to himself, and that on 27th October 2023
the Leader agreed to withdraw the delegation to Cabinet for
decisions relating to the acquisition of other land or property,
and allocate this matter to the Leader, specifically in respect of
decisions relating to the acquisition of or lease of properties for
temporary accommodation or new General Needs Housing.

Noted that the Leader made this decision due to the
time sensitive nature of land and property acquisitions vendors
require a quicker formal decision-making process than the Cabinet
process currently allows for.
