Content

1.
      In accordance
with Contract Standing Order (CSO) 28.3, agreed to award a contract
for Pre- Construction Services and enter into Pre-Construction
Services Agreement (PCSA) with a most economically advantageous
contractor Galliford Try Limited (Company number: 00836539) for the
sum of £1,533,105.
 
2.
      Noted this
decision falls to the Leader of the Council in accordance with CSO
28.3 as the price returned by the chosen tenderer is not within 10%
of the lowest-priced tenderer.
 
3.
      Noted the
contract is due to commence on 15th October 2023 and expire on 15th
October 2024.
 
4.
      Noted that
this Contract Award Report is for Pre-Construction Services ONLY
and that a second report will be presented to the Decision Maker to
appoint Galliford Try Limited at the end of RIBA Stage 4 to deliver
the works, subject to agreeing a Contract Sum that demonstrate
value for money.
 
5.
      Noted this is
a non-key decision as the Cabinet Report School Place Planning and
Capital Programme 2022/23 - 2024/25, dated 2nd November 2022 para
4.89 approved the funding for SEN school.
 
6.
      Noted that
Galliford Try Ltd have in addition to the PCSA fee provided a fixed
percentage for Prelims, Overheads % Profits and Construction
Management rate.
 
7.
      Noted that the
procurement of the contractor is on a two-stage design and build
basis therefore the final design will be competitively tendered on
an open book basis by the contractor of the second stage of the
process with all elements subject to scrutiny by the
Council’s appointed cost consultant.
