Approved direct award of Contract numbers 1, 2, 3
and 4 in the table at 3 below in accordance with CSO 7 and 12.1(a),
and Contract number 5 in accordance with CSO 23.1, in all cases
where works, services or supplies can be supplied by only one
economic operator. These awards are made as part of the Discharge
Fund requirements in line with the Government Guidance to support
safe and timely discharge from hospital to home or an appropriate
community setting.

Noted that the circumstances in which these were
awarded without compliance with Contract Standing Orders from the
start dates stated. This action was necessary to deliver the
services to deliver the most impact and utilise the time-limited
funding and meet conditions set by central government.

Noted the table below covers Discharge Funding (DF)
and Market Sustainability and Improvement Fund (MSIF) for the
maximum 2 year award period. Second year contracts will be subject
to funding confirmation, review and monitoring, and decisions via

and insight from the effectiveness of existing service with a key
principle to strengthen existing offers rather than create new ones
that rely on additional workforce or services which would be
difficult to deliver within the parameters set by Government for
the grants utilised.

Noted that the remainder of the Discharge fund
totalling £3,505,846 has been agreed by the Greenwich Joint
Commissioning Board as part of the Better Care Fund planning
requirements to be delivered by existing Royal Borough contracted
care providers as set out in Section 3 of the report. The funding
allocation of the remainder fee sum is subject to a separate
reporting arrangement.
