Agreed entry into an Access Agreement with Kent
County Council trading as LASER Energy to enable its participation
and the purchase of gas and electricity from their frameworks
referenced in 1.2 and 1.3.

Agreed to direct award a four (4) year contract to
Total Energies (Company Registration No: 02172239) for the supply
of gas to the Council in accordance with CSO 16 via LASER Energy
Framework Y22008 (Gas Flex 2024-2028) to cover the period of 1st
October 2024 to 30th September 2028, with an associated LASER
management cost to the Council of approximately £37,000 per
annum.

Agreed to direct award a four (4) year contract to
Npower (Company Registration No.: 03768856) for the supply of
Electricity in accordance with CSO 16 via LASER Energy Framework
Y22009 (Electricity Flex 2024-2028) to cover the period of 1st
October 2024 to 30th September 2028, with an associated LASER
management cost to the Council of approximately £172,000 per
annum.

Agreed to the Council’s supplies being entered
into a Fully Managed arrangement with LASER to be procured using a
Purchase In Advance strategy.

Noted that schools will be offered the opportunity
to opt-in or opt-out of the arrangement with LASER. Assuming that
the schools already in the LASER framework continue for a further
four years, this will be at a total cost to those schools of
£42,296.

Noted that officers are currently liaising with
LASER in relation to the opportunity to join LASER’s
framework for water procurement, which would be subject to a
separate procurement process and decision report.
