1.       Noted
that Council successfully submitted a funding bid to the
Governments’ Public Sector Decarbonisation Scheme (PSDS)
Phase 3c to replace the current fossil fuel heating system with low
carbon heating source at 3 schools & 4 corporate sites in the
Borough (Appendix A). The s151 Officer signed the grant letter on
behalf of the Royal Borough of Greenwich.
 

2.       Noted
that a Grant of £6,713,880.00 has been granted to RBG.
£973.267.00 has been allocated to RBG for the Schools estate
(Appendix B) and £5,740,613.00 to the corporate estate
(Appendix C), both over a two-year period.

Accepted the decarbonisation grant via Section 31 of the Local
Government Act 2003 (s.31) from the Department for Business, Energy
& Industrial Strategy (BEIS).
 

4.      
Approved that the grant funded amount of £6,713,880.00 be
added to the Capital programme for implementation.
 

5.      
Approved Council’s contribution of £730,850.41 for
Schools as match funding, this will be funded from the Department
for Education (DfE) School Condition Allocation for the 2024/26
financial years.
 

6.      
Approved Councils contribution of £782,811.00 for the
corporate sites as match funding, to be funded from the PPM
budget.
 

7.       Noted
that the total value of the PSDS3c programme over two financial
years is £8,227,541.41. A summary of the sums is provided

8.
      Delegated to
the Director of Regeneration, Enterprise
and Skills (in liaison with the Director of Children’s
Services) the ability to enter into direct agreements with both
schools & corporate sites and other parties in order to secure
the targeted long-term carbon reduction benefits following the
implementation of the project.
