1.
Noted the circumstances in
which a contract was awarded to South of England Foundation
(trading as Charlton Athletic Community
Trust) (Company Number 04654582) without
compliance with the Council’s Contract Standing Orders from
1st October 2023 to 31 August 2024 for a value of
£1,122,000.
2.
Agreed to the Direct
Award of a contract to Charlton Athletic Community Trust for
provision of Primary Care Network (PCN) funded social prescribing
link workers (Live Well Coaches); and Live Well Care
Co-ordinator services in accordance
with the NHS Provider Selection Regime Direct Award Process Route C
where the existing provider is satisfying its existing contract,
will likely satisfy the new contract to a sufficient standard and
the proposed contracting arrangements are not changing
considerably.

Noted the reasons for
this recommendation set out in the body of the text.

Noted that this award is a direct award in
accordance with the Health Care Service (Provider Selection Regime)
Regulations 2024 (Direct Award Process C) and CSO 23.1 where works
supplies or services can be supplied only by a particular economic
operator where additional deliveries by the original supplier are
required.

Noted the contract is for a 13
month period from 1st September 2024 to
1st October 2025 and will be a total contract value
£1,392,399.
