Planning Consent – Ref: 22/3162/F
 
Resolved that full planning
permission be granted for the redevelopment (together with
demolition and part demolition of existing buildings) and
refurbishment of the Island Site to provide co-living accommodation
(Use Class Sui Generis), residential dwellings (Use Class C3(a)),
community uses (Use Class E(d) and F2(b)), retail (Use Class E(a)),
restaurants and cafes (Use Class E(b)) and offices (Use Class
E(c)), new public realm with hard and soft landscaping, highways
works, car parking, cycle parking, refuse and recycling storage,
plant, external amenity space and associated works.
 
Subject to:
 
(i)
Referral of the application to the Mayor of London as required
under the terms of The Town and Country Planning (Mayor of London)
Order 2008;
(ii) The conditions (Appendix
2) to be detailed in the notice of determination;
(iii) The prior completion of
an agreement under Section 106 of the Town and Country Planning Act
1990, containing the planning obligations summarised in the heads
of terms as set out in the officers’ report (Section 31.0)
including payment of an in lieu affordable housing
contribution of £5,065,000 with early and late stage
reviews.
(iv) A statement being placed
on the Statutory Register confirming the main reasons and
consideration on which the decision was based were those set out in
the report of the Director of Regeneration, Enterprise and Skills as required by Regulation 30
of the Town and Country Planning (Environmental Impact Assessment)
Regulations 2017.
 
The Assistant Director
(Planning & Building Control) be authorised to:
 

(i)          
Make any minor changes to the detailed wording of
the recommended conditions as set out in the report (Appendix 2),
its addendums and the minutes of this Planning Board meeting, where
the Assistant Director (Planning & Building Control) considers
it appropriate, before issuing the final decision notice
(ii)         
Finalise the detailed terms of the Section 106
Agreement (including appended documents) and form of the planning
obligations as set out in this report (Section 31.0), its addendums
and the minutes of this Planning Board meeting.
(iii)       
Consider, in the event that the Section 106
Agreement is not completed within three (3) months of the date of
this Planning Board resolution, whether consent should be refused
on the grounds that the agreement has not been completed within the
appropriate timescale, and that the proposals are unacceptable in
the absence of the recommended planning obligations; and if the
Assistant Director (Planning & Building Control) considers it
appropriate, to determine the application with reasons for refusal
which will include the following:

the absence of a legal agreement to secure a comprehensive
redevelopment of ‘the Island Site’, housing, affordable
housing, health, transport and highway works, public transport
enhancements, public realm improvements, biodiversity, employment
and training, the development would fail to mitigate its impact on
local services, amenities and infrastructure, environmental
sustainability and open space contrary to policies H3, H5, H(e),
EA4, EA(c), OS1, E1, CH(a), IM1, IM4, IM(a) and IM(b) of the Royal
Greenwich Local Plan: Core Strategy with Detailed Policies (2014),
the Planning Obligations (s106) Guidance SPD (2015) and Woolwich
Town Centre Masterplan SPD (2012).
 
Listed Building Consent – Ref: 22/3163/L
 
Resolved that listed building consent be granted for
internal and external alterations, demolition, repair and
refurbishment works to the Grade II listed University of Greenwich,
Woolwich Campus: Original Building, Gymnasium to Rear and Corner
Entrance Range to facilitate the change of use of the building to
twenty residential dwellings (Use Class C3(a)), together with
community uses (Use Class E(d) and F2(b)) at the basement level and
co-living communal space (within the Gymnasium) (Use Class Sui
Generis).
 
Subject to:
 
(i)          
Conditions set out in Appendix 3 of this
report
 
(ii)
The Assistant Director of Planning & Building Control be
authorised to make any minor changes to the detailed wording of the
recommended conditions as set out in Appendix 3, its addendums and the minutes of this Planning Board
meeting, where the Assistant Director of Planning & Building
Control considers it appropriate, before issuing the final decision
