Effective overview and scrutiny
should:
·
provide constructive ‘critical friend’
challenge
·
amplify the voices and concerns of the
public
·
be led by independent people who take responsibility
for their role
·
drive improvement in public services and strategic
decision-making
Successful scrutiny should
enhance accountability and ensure transparency of decision-making,
contribute to service improvement, and act as a check and balance
on decision-makers.
Although Overview and Scrutiny
Committees do not take decisions, they have a role in policy
development as well as holding the Executive to
account.
