To enter into a framework contract for the
provision of neighbourhood plan examiners for neighbourhood plan
examinations and health checks.

Reasons for the decision

The Council has a statutory obligation to
provide examiners for neighbourhood plan examinations. We expect to
receive a number of neighbourhood plan submissions over the coming
years. Entering into a framework contract will reduce the
administrative burden on officers. The award also ensures examiners
meet required quality criteria.

Alternative options considered

The alternative is to procure examiners for
examinations as and when they arise, on a new contract each
time.
This is not desirable as it would result in a much larger amount of
time spent on procurement administration. Additionally, it may not
meet procurement rules as it would not allow consideration of the
total cost against procurement thresholds.
