The Council’s Park department request to temporary grant
stewardship grazing licences to Mr J Tilley of land known as Stoke
Water meadows and Parsonage Water meadows for 1 April to 30
October. In line with the following terms and conditions:

The licencee is Mr J Tilley.

The licence will be granted to John Tilley, Moor Lane Farm,
Westfield, Woking, Surrey, GU22 9RB.

These temporary licences are at a peppercorn fee. This presents
best value to deliver conservation grazing to fulfil the
Council’s obligation under Countryside Stewardship Agreement
and SSSi management, which in accordance with the Council’s
General Disposal Consent powers, provides the ‘best
consideration reasonably obtainable’ where the proposed term
exceeds seven (7) years.

The Council shall be the claimant and owner of entitlements to
payments from the Basic Payment Scheme and Higher Level Stewardship
Scheme pursuant to imposed regulations.

The grazier shall not use the Grazing Land for any purpose other
than grazing.
The grazier is responsible for the grazing animals and their
welfare.
Public access and other rights remain in place.

Reasons for the decision

To carry out good practice land management in
accordance with Stewardship Agreements and nature conservation
requirements.

Alternative options considered

Not carrying out conservation grazing will
result in failure to fulfil obligations under the Council’s
Stewardship funding agreement with the Rural Payments Agency.
Conservation grazing reduces impacts from mechanical interventions
and enables land management in areas otherwise not accessible with
machinery.
