Purpose

Approval of a winning bid by
Complete Weed Control Limited to carry out the treatment of weeds
on highway and footways in the boroughs Guildford and Waverley and
the treatment of invasive and injurious weeds across
Surrey.

Reasons for the decision

Guildford BC carry out this
work on behalf of Surrey County Council as a provider under a
Countryside Services framework agreement (“Framework”)
established by Surrey County Council (“SCC”). The
specifications of this Framework are determined by SCC, and we
provide the services to Framework customers under ‘call
off’ contracts. 
 
The benefits to us as a
provider under the Framework are income, more control of works that
are being carried out within our boroughs and continued
collaboration with Guildford and Waverley. Whilst GBC can directly
deliver most of the services specified under the Framework lots, we
need the assistance of a third-party contractor to enable us to
deliver the weed control element of the specification.  The contract with Complete Weed Control Ltd will
enable us to fulfil our obligations under the Framework and help us
to continue providing a more welcoming and safer borough with weeds
being controlled on highways and footways.
 

Alternative options considered

Award Contract (recommended)
This is preferred as it meets our agreed obligations with Surrey
County Council, generates income around this and other services we
provide, gives us more control and a footprint in Guildford and
Waverley and works towards our corporate strategy.
 
 
Do not award contract.
Implications are loss of earnings, damage to reputation, loss of
control of the works in the boroughs.
