John Thompson and Partners LLP were appointed
in 2021 on the basis of a five year contract with
an option to extend for a further 12 months. In the pricing
schedule it was clear that there would be
a fixed fee for stage 1 and daily rates applied for other master
planning and landscape architect
roles. This element falls within the latter part of the contract.
Day rates have been utilised to build
the price up and agreed with the delivery manager working on the
sub project.

Reasons for the decision

It was felt that a change in contractor
–

(i) cannot be made for economic or technical reasons such as
requirements of interchangeability or interoperability with
existing equipment, services or installations procured under the
initial procurement, or
(ii) would cause significant inconvenience or substantial
duplication of costs for the Council,
Both limbs (i) or (ii) apply in these circumstances.

Alternative options considered

Potential procurement but the matters flagged
above prevented this going ahead.
