Pursuant to the Executive decision authorising
Officers to initiate a procurement exercise to select a Development
Partner to deliver the Guildford Park scheme via a Development
Agreement, as the Council does not have in-house experience of
delivering projects via this mechanism it requires external support
from an experienced commercial advisor to ensure that the selection
process is designed and managed appropriately. The scope of work
includes:
1. Soft market engagement
2. Procurement documentation preparation
3. Commercial documentation preparation
4. Competition and deal structuring
5. Managing competition processes
6. Bid evaluation
7. Transaction management
8. Partnership set up and on-going commercial
advice/oversight
The Council wishes to appoint Savills to deliver this work in
accordance with their fee proposal in the sum of
£185,000
