The Council, as landowner, is a party to the
s278 agreement to facilitate highway works linked to North Street.
This delegated Officer decision enables the s278 agreement to be
signed.
In the future, as stipulated in the signed Development Agreement,
the land will be transferred to Surrey County Council.

Reasons for the decision

The signing of the s278 by the Council (as
landowner) is required to facilitate the highway works linked to
the North Street development.
